[Peter hadn't come to visit the kid, but he remembers.
Honestly, there's so much he would love to say to Frisk. Explain how it's necessary to fight sometimes, about protecting people. But he's tired, so bone tired from everything that's happened.
And some part of him doesn't want to ruin that world view of a kid that still believes in people.]
Are you here to tell me I'm a bad person for it?
[He says it softly; he doesn't want to be angry or judgmental.]

[Somehow, that single word has more weight to it than any child should know to place on something.]
Good people can do bad things.
[Silence reigns for a few long moments, before they look back up to Peter again. When they speak, it's with a care they rarely put forward--letting their experience and weariness show so that maybe Peter will really think rather than give a platitude that everyone seems to think someone like Frisk deserves.]
Why is Chara different from Rinzler? Why did you forgive them and not him?

Not in the context that anyone seems to expect. Sure he feels the bad in lying to his siblings, he feels the bad in causing his friends undue stress and in getting Alice involved. In what happened to J. But he can't find it in what he attempted, what he'd set out to do.]
Chara's a kid. [Children can't be all evil, they have to be capable of growing out of whatever plagued them. They modeled themselves after adults and experience. Chara was young, they could be retaught and brought out if it. Peter couldn't believe that someone as young as his baby sister couldn't be saved.] And Chara hasn't threatened my family.
[The kid did kill Sans, but Peter wasn't quite so close to him at the time and Sans had already attacked the kid first. It was a mess he hadn't felt the need to be a part of at the time and one that as far as he knew, seemed to be over. There was no reason to keep a grudge.]

[But no one even needs Determination to come back here. It's a joke, and no one seems to understand the punchline.]
So...it's okay that they killed because they didn't hurt you? That's all you care about?
[If Frisk sounds bitter, it's because they believed Peter was better than that. If they sound tired, it's because they can hear a faint chanting in their memory of 'I told you so'. Why is LOVE always the answer for other people? They're so tired of it.]
It wouldn't even solve anything. Everyone comes back, here. [Frisk sighs, and their gaze drops again.] You don't have to hurt someone to make them stop.

[It's mean, to be throwing that back at Frisk. But Peter can't see the difference in what their approaches are. Frisk clearly still cared about the other child, the killing couldn't have been such a big deal if they were still friends.]
Sometimes you do. [His tone drops to something soft again.] There's some people you can't reason with. And it's not like the people in charge are trying to keep us safe. Sometimes there's no choice but to do it yourself.

[Frisk has clung to that for...so long. Too long, too long for them to remember how long ago this started. Over and over, no matter how much Frisk was hurt they always hold out their hand, always grant mercy. And it's worked, it's worked even to someone that had fallen so deep into LOVE that he could kill the whole Undergound without even blinking.]
[Everyone can be a good person, if they just try. They've never heard those exact words before, but it still rings in Frisk's heart all the same.]
Did you even try to talk to him? To help him?

[Because that's the kind of behavior he could see getting the kid killed. There's a reason parent's teach kids caution and reason fear was part of any biological creature. Whomever was letting this child believe that kindness was an all or nothing, was someone Peter saw as a hindrance to Frisk's survival.]
Help him? After he tried to kill me twice? Frisk this wasn't just some little argument, you understand that don't you?
[He's crouching now, getting to Frisk's level behind the bars. He can't believe the kid really knows what happened, to be asking questions like that. The child has to be thinking this was something simpler, lesser. That's the only explanation he can see.]

[And it just sounds so simple when it's stripped of the complications of the world, doesn't it? But it's clear that Frisk means it...and from that tired look in their eye, they know the price paid to keep that vow.]
I know it wasn't. People wanted to kill me too, back home. Some of them hurt me really bad when they tried.
[It's admitted quietly, but in a deathly serious voice. There's no nervous fidgeting, no scuffing of boots. Just a calm, even gaze to meet Peter's own. It's odd, though...if Frisk really was hurt so badly, there should be some scars left behind, shouldn't there?]
But I didn't hurt them back. I was nice, and I helped them, and they realized they were wrong. It just...takes longer with some people. A lot longer. But you have to try.

[The child looks to small and whole for Peter to think they've seen anything really bad. But the point has to stand. A child that doesn't learn how to run away will only run into trouble. The kind of trouble that can't be gotten out of.
He's older, that makes him feel some sort of responsibility in explaining.]
When someone hurts you, go find an adult. Someone you trust. You get them to take care of it. You don't try to reason with someone who wants to cause you pain. Frisk, that's dangerous. That kind of thing sends people to hospital.
[Or to something worse.]

I couldn't. And that would just get them hurt...I don't want that. Everyone deserves mercy.
[Frisk squares their shoulders, a faint crease appearing between their brows. They won't back down from that.]

[He has to fight to keep his voice gentle. The lack of self preservation he's hearing from the child is frankly alarming. He'd be throwing a fit already if he heard something like this from his sister.]
Frisk, what about when you're the one who gets hurt? Don't you deserve mercy too?

That doesn’t mean it can’t happen. People typically only die once. Just because you haven’t yet doesn’t mean it won’t happen if you keep doing dangerous shi- stuff.
