Where: pretty much everywhere that isn't someone's room. he may knock on your door, though.
What: gathering materials for an OBSTACLE COURSE!!! prose or brackets is fine: will match format.

[ Throughout early November, the seven-foot-tall, four hundred pound wall of muscle that is Agent Maine can be found all over Avari. What's he doing? Collecting things. All the things.
[ This is a man on a mission. Help, hinder, or haul-ass-away-from at will. ]
animal nursery
[ There are a whole lot of empty cages and pens here. Surely no one will notice if a few are disassembled. Right? ... Right?
[ Well, Maine doesn't give a shit either way.
[ The giant Freelancer is methodically breaking down some of the pens, apparently for their fences. Please ignore the fact that he doesn't appear to have the right tools for this, and, when he gets stuck, he just ... starts forcing the metal apart with his bare hands. It's totally fine.
[ Stop him? Move away quickly? Find some tools to help him out? ]
bartering block
[ Absolutely none of the things that Maine is gathering look useful. Mismatched tires; rope with frayed ends; broken pieces of furniture; what may have been an industrial-grade refrigerator; a large portrait of a cat. It's junk, pure and simple.
[ Help him gather more? Intervene in what may be the beginning of a serious hoarding problem? Laugh in the face of danger and try to take his stuff? ]
hall of music
[ In the middle of the stage, there is a pile of old theatre props. Most are larger pieces — old scenery and whatnot — but a few stage weapons have been set neatly aside. There's also a fair collection of spindly-looking furniture.
[ Where did it all come from? The answer comes in the form of an object being flung at high speed from backstage, straight at the pile.
[ Hopefully you're not in the way. If you are — think fast! ]

[ Happen to be near one of these? Congratulations! You get to be in Maine's way, as he rolls a tractor tire straight towards you. ]

[ Do you have important things here? Might want to keep an eye on them. Maine doesn't look too enthused with what he's finding so far, but he is eyeing anything that appears broken beyond repair. ]

[ Would anyone notice if he took a shelf? Because he sure is circling a shelf full of trashy romance novels right now.
[ Question him, or perhaps his taste in literature? ]

[ From this place, he takes nothing. Instead, he appears to simply be getting acquainted with the place. Which also means that he's looking to see what supplies are on hand.
[ Accuse him of thievery? Ask if he's injured? Tell him to quit looming while you're trying to organize things? ]

[ Maine's visit is a brief one. He walks in, looks at the storms outside...
