It could mean many things, but I suspect it is someone attempting to come through. Given the timing, it is reasonable to expect it to be directly related to the oncoming attackers, but there is also a chance of sheer coincidence. It might be unrelated.

It makes more sense for it to be an intimidation tactic, but I am unaware if other groups in this universe are capable of affecting this Ingress technology or if this is something we should be finding surprising from the other side.
