But they can't enforce it unless you stay on the planet. And even they have to realize there's a fundamental flaw with their whole program. Which is they can't possibly have information on every person in the world. I bet if they'd had another dragon, I would have paired with them, but I wasn't. So no matter what it's never going to be a one hundred percent certain thing.

It's not very different than what the SkyWings do, either, so it's not like there isn't precedence somewhere else in the world.
