[Like Reinhardt's palpable eagerness is his belief in his fellow Overwatch agents. Those that remain, anyway. Winston is brilliant. He has no doubt in his judgment call.]

[But 76 is pretty sure he’d think it bad and short-sighted no matter what. How can they even think about re-starting Overwatch when they don’t even know what brought it down in the first place? The government tearing their “family” apart is a nice story for Winston to tell himself, but he’s far too idealistic. He’s going to make all of the same mistakes, and Jack Morrison’s death will amount to nothing.
Of course, 76 can’t say any of that. Not when he’s trying so desperately to stay dead.]

... because of what my friend would have thought.
[There's still nothing accusing in his voice. Mostly because Reinhardt still believes Jack Morrison died with Overwatch. Because he has to. He has to think his friend is gone, that his grief was not in vain.]
